Normal video editing re-compresses every frame (slow). Stream-copy simply moves the existing compressed data into a new container with new timestamps—it takes milliseconds per second of video.

Can I trim to the exact frame?

The sliders work in 0.1-second increments. Exact frame accuracy depends on the video's keyframe interval—stream-copy will snap to the nearest keyframe.
